Over five weeks, 5 to 30 leaders respond to realistic decision scenarios. TOHUiQ identifies the repeated choices, trade offs and signals that help explain why an outcome is continuing, stalling or shifting.

Safe by design
The pilot only works if leaders can answer honestly. TOHUiQ is designed to reveal cohort level decision patterns without turning the pilot into individual surveillance.
The pilot is not designed to rank, score or label individual leaders.
Executive outputs focus on aggregated cohort level patterns.
Private participant reflections are returned only to the participating leader.
Small group reporting is handled carefully so insight does not become individual surveillance.
